Eugene Moore 

Eugene Moore is the President of Reid Park Housing Development Fund Corporation. 

Mr. Moore has over 30 years of experience in the Not for Profit/Public Affairs sector. 

After obtaining graduate degrees in public administration, Mr. Moore has enjoyed a fulfilling career in public service. 

Notable being a career spanning such diverse positions as: Recycling Market Materials Director, NYC Department of Sanitation, Brooklyn Community Board 7 District Manager, Local Development Corporation of East New York Economic Development Director and several Non-Profit Board affiliations and Directorships.

He has lectured and taught as an adjunct Baruch Business Professor and continues to engage students in their career/professional aspirations.

He Is presently a private consultant working with small /local businesses to obtain access to economic and real estate resources via governmental and community resources.

Mr. Moore continues his curiosity of the world around him by creating unique functional art works titled “The Outside, inside”. His work has been shown in juried shows placed in such venues as; Lincoln Center NYC, Ashwag Hall, East Hampton, and many other artistic centered galleries.

Victoria Gousse-Baumol

Victoria is a real estate development professional with expertise in overall real-estate portfolio life cycle including site selection, acquisitions, development financing, entitlements, design development, budgeting, contracts and bids negotiations, construction, and property management.

She has transacted on over $1 Bn in Real Estate, previously at Fairstead, Jonathan Rose Companies and The Related Companies. She focuses on providing high-quality affordable housing, often utilizing public-private partnerships through acquisition rehab, ground-up development, recapitalizations, and is experienced with project-based Section 8 and LIHTCs.

Victoria earned a bachelor’s degree in Business from Fordham University, a master’s in Real Estate Development from CUNY Baruch College and serves on the board of the Baruch College Alumni Association. 

 

Pier A. Williams-Miller

Pier A. Williams-Miller

Director of Community Outreach & Government Relations for Empass Healthcare Pier Williams-Miller is responsible for developing and maintaining community and governmental relationships to help impact healthcare services and policies. 

Prior to joining Empass, Pier founded P.A.W. Benefits Inc where she developed a team of dedicated health insurance agents focused on leadership training, strategic planning and marketing workshops based on annual industry certification standards.

Currently, Pier oversees a team of healthcare innovators, providing education access for healthcare services to Medicare eligible Senior and Disabled populations. Pier has worked for several health insurance carriers where she was responsible for managing mid to large commercial group accounts, receiving several honors for growth and retention surrounding her tireless efforts of establishing a business that assists thousands of senior community members with their Medicare and Medicaid needs.

When Pier is not working, she enjoys being a mother to her three beautiful, intelligent, and goal-oriented daughters, a wife to a conscientious community leader, and proud grandmother. She also enjoys self-care routines, supporting the arts, traveling, and sitting on the board of community engagement and empowerment organizations.

Bill Wilkins

Bill Wilkins

William "Bill" Wilkins is the Executive Director of the Local Development Corporation of East New York, under whose auspices he also manages the East Brooklyn Business Improvement District, East New York Housing Development Corporation, a not-for-profit affordable housing arm. He oversees several Federal, State, and City, economic development programs and initiatives earmarked to bring investments, tax incentives, and employment opportunities to East Brooklyn. 


Before assuming this position in 2023, after a period as interim Executive Director, he served the organization as the Director of Economic Development and Housing. In this capacity, he expanded the East Brooklyn Empire Zone via legislation on the local and state level to encompass Canarsie and the Biotech Center at SUNY Downstate. This effort caused significant capital investment and employment growth. He has managed programs to foster growth for local manufacturers and small businesses by securing economic development tax incentives and credits from the city, state, and federal governments. Under his direction, he assisted businesses to secure over 75 million dollars in capital investment, obtain over $25,000,000 in tax incentives and credits, and supported the purchase of over 350,000 square feet of land, which created over 600 new jobs.


In housing, he was responsible for the development of over 600 units of affordable housing, which includes Livonia Phase Two (L2), Van Sinderen Plaza, Eldert Lane, and Broadway Triangle Plaza. Also, is the local advisor for the Round Nine PACT (Reid Park Rock) consisting of the restoration of 1,695 apartments located in 15 developments (87buildings).  


Bill was born, raised, and resides in East Brooklyn. This background gives him invaluable insight into the community's many economic issues and brings a much-needed local perspective and response. Bill recognizes that a community's well-being rests with the economic well-being of the individual. As such, he also counsels' residents on various financial literacy and workforce development issues. Advisory boards, media outlets, and civic leaders seek Bill's community expertise. 


A graduate of Syracuse University, Bill has also enhanced his professional life with certifications from Harvard University, the American Banking Institute, and the New York City Department of Consumer Affairs. He is a strong advocate for neighborhood youth, having been personally affected by events resulting from youth violence, and is committed to ways that redirect the energy and passion of young people into positive outcomes. He has served on the Industrial Policy Commission for both Mayor DeBlasio and Adams, and on the Board of Directors of the Trey Whitfield School, former Board Member of the Minority Education Sports and Arts, Chairman of the ENY Food Co-Op, Economic Development Committee of Community Board 5, served on CB 5 for over ten years, and a member of Berean Missionary Baptist Church and Kappa Alpha Psi, and a founding member of New York Real Estate Chamber. 


Bill is married to Denyce Wilkins, a senior attorney with the City of New York Law Department. They have three children: Danielle, a public interest attorney at USC; Danah, research scientist

with NYC DOH; and Jahquan, a rising actor with network television and New York City theatrical credits.

Ed Fowler is the founder and CEO of FBrothers & Company, Inc. (FBC), a technology company dedicated to providing intelligent software tools that help companies become more productive with less manpower. 

Ed graduated from the NYU Tandon School of Engineering with a degree in computer engineering. With over a decade of experience in the IT industry, his exceptional work has earned him recognition with a United States Patent and over five industry certifications, the most prominent being the Certified Information Systems Security Professional (CISSP) certification. 

Business Journey: 
Ed Fowler saw the need to represent black men in technology while also addressing the needs of the community. Through his company's partnership with the Communities Together for Health Equity (CTHE) consortium, Ed provides essential technology services to over 70 non-profit organizations in NYC alone. 

Outside of his work as an accomplished tech entrepreneur, Ed Fowler has deep roots in the real estate industry, with three generations of experience in real estate and property management. His great grandfather started the family portfolio by purchasing several brownstone buildings in Brooklyn in the 1930s. Today, his family's properties are valued over $10M. 

Ed Fowler is a partner in a $5M rehab project in Detroit, MI that will deliver 54 smart, affordable apartments by 2024. With a focus on sustainability and energy efficiency, this project is poised to become one of the first affordable smart apartment buildings in the city of Detroit.
